Community Need

Local shelters report an increased volume of cats and dogs with complex medical and behavioral issues that require a significant investment in care. These issues are barriers to adoption and increase an animal’s length of stay. Cape Cod also has abundant wildlife and marine life to protect and rehabilitate. In addition to providing care, many organizations offer educational outreach and focus on advocacy and conservation.

    Foundation Strategy

In 2022, we started making multi-year grants to our long-time partners in this area.  This helped them created strategic financial plans instead of applying for funding on an annual basis. We have also brought various organizations serving domestic animals together to build and strengthen partnerships and leverage resources. Another fund, the Robert and Shirlee Burd Animal Welfare Fund, has allowed us to increase our support for wildlife and marine animals. While the donors of this fund designated specific organizations to receive funds from their estate annually, they also incorporated a discretionary component into their strategy, allowing the Foundation to earmark funds to meet current needs.

    Recent Grantmaking

    • Community Assistance Programs to provide pet owners with financial assistance due to emergency veterinary medical care.
    • Adaptive horseback riding for individuals with physical, cognitive, or emotional disabilities or who are in need of therapeutic services.
    • Marine mammal and sea turtle rehabilitation and protection programs.

    FUND BACKGROUND
Thomas McGowan had a passion for animals and wanted to ensure there would be funding to support their welfare on Cape Cod and the Islands long after his death. In 2009, the Foundation received a significant bequest from Mr. McGowan’s estate to establish a fund focused on animal protection and welfare with a preference for funding medical treatment and spaying/neutering services for domestic animals and programs focused on the prevention of cruelty to animals and educating the public on issues affecting animals and their welfare.
